Criminal Background Checks on Police Chief Candidates Rules Out Most Applicants

The city of Lewiston, Minnesota is trying to find a suitable candidate to fill the position of police chief, and has only found one semi-suitable person for the job so far. A second applicant left the race before the interview process even began. So now, the only viable candidate is former Hackensack, Minn., Police Chief Joe Hastings. Lewiston city officials interviewed Hastings last week and are waiting for more information.

Lewiston Minnesota is having a difficult time locating a police chief without a criminal background or criminal recordsLewiston is a very small town about 2.5 hours southeast of Minneapolis, and has been looking around since March 2010. However, it seems that despite plenty of perceived options, every candidate so far was either fired from another town for unorderly conduct, or has some kind of criminal record, however slight. Background checks conducted on the candidates have turned something up on every single one so far.

The mayor, Dave Sommer, said the city is waiting for information to come back on Hastings, but declined further comment. He hung up the phone when asked if the city ordered a background check for Hastings. No doubt they are conducting a rather extensive investigation, as the past few months have shown them that most potentials are little better than the crooks they are supposed to protect the community from.

Just a little background on Hastings. Hackensack city officials disbanded the police department and fired Hastings in 2009. Hackensack City Clerk Jodie Knapp said the decision was budgetary, but that a string of serious complaints against Hastings began about a year before his departure. Knapp declined to offer details, but news reports from a Hackensack-area newspaper say residents there complained of police harassment.

The Lewiston city council fired police chief Dave Kleinschmidt after learning he had a misdemeanor on his record in March of this year. Current city leaders were unclear on whether Kleinschmidt completed a background check before he was hired.

The city had to begin a new search in August when its top candidate, Michael Cherney, failed a background check. Records show Cherney was fired in 1991 from the Collier County Sheriff’s Department in Florida for poor behavior after seven years of service. Two other finalists withdrew last month – one just days after being fired from the Pequot Lakes, Minn., police department.

I had no idea finding someone to fill the position of police chief could be so difficult. I assumed there was of course a vetting process whereby each applicant was interviewed and checked to ensure they had the necessary qualifications. However it seems that many police officers are more prone to misjudgments of character than other people. I mean, if you have 8 individuals apply for a job and none of them are suitable because of various indiscretions, we have a fairly serious problem.

Plus, they are just like everyone else in terms of trying to get away from the past problems. I have written in the past about how criminals tend to move around a lot and because of the decentralized nature of criminal records in the United States, there is a good chance they won’t be caught for a while. However, there is more than one way to find if someone is crooked.

Because addresses and phone numbers are updated frequently, the online background check providers with access to more resources will be able to provide current and past information about where someone has lived. You then simply grab a state criminal records search for the states they have lived in to check on their past. Plus, they will never know you looked. You can start with the background check services I recommend, or use a different one. Just make sure you carry out your own vetting process on the service you use. There are many that will take your money while delivering absolutely nothing in return.

How Government Required Criminal Background Checks are Killing the Spirit of Volunteerism

volunteer work in america is being stifled by increasing government criminal background check requirementsObviously, I’m a strong believer in background checks and the need to protect oneself and others from the occasional nut job, swindler, criminal, or just plain old repeat offender. However, as mentioned in previous posts, the post 9/11 world has lead to a rather alarming rise in criminal background checks and when or how they are conducted. Specifically, on who they are carried out.

I recently ran across a story about how a newspaper staff member in New York who was told she had to undergo a criminal background check, Social Security number verification, AND reveal complete information about her educational history, driving records, work habits and residency. PLUS, a breakdown of the last three jobs she has held going back 20 or so years!

And before I forget, she was also required to provide details about specific aspects of her character, and she also had to describe any exceptional abilities she possessed that our government should know about. I suppose this was due to the fact that she might be a terrorist in sheep’s clothing…

To top it all off, these records were to be given without reservation, and she had to allow any party that “needs” to have access free reign. These include employers, credit bureaus, banks, state offices, institutions, and law-enforcement agencies.

Lastly, she can hold nobody liable in the event they disburse the information, it turns out to be incorrect, and her life is ruined as a result. You should know, however, this mind boggling amount of very personal information is not required because she is a terrorist, or tied to known crooks, or even a suspect in any way.

The real deep, and dark reason for all this is because…

She has a passion for making craft projects out of yarn in her spare time.

This staff member is an indirect service volunteer with a hospice agency in the upper northwest corner of New York State. Get this…her volunteer work includes making grief assistance pieces that councilors pass out to those who have suffered loss of some description. Can somebody please tell me exactly why the h*ll a craftsperson who likes to helping sad or depressed people through knitting needs a full on personal history search, which is only missing a strip search?

This woman produces the craft pieces in her home from materials that have been donated to her, and then turns them over to a third party for delivery when she is finished with them. She has no direct contact with any clients, staff, or even councilors. If the logic is correct here, she should also be conducting a full blown criminal investigation into each person who is donating materials. However, in the recent past she was handed a 3 page declassification form and told to fill it out or stop making condolence items.

Well, my dear people. They way I see it, we are heading down a pretty serious path here. Volunteering in America is on a downward spiral as it is, and this is only making it worse. People are undoubtedly becoming more self centered and all this does it to further isolate everyone from each other. Perhaps that’s the point of all these nebulous requirements that nobody seems to have a real grasp on, or why they exist.

Obama himself has publicly supported volunteer work and went so far as to say the United States economic recovery would be aided by volunteers helping family, friends, organizations, or others in need. Plus, volunteer work separates the true achievers on college applications as well.

The blame for these regulations falls on this: “in an effort to meet insurance requirements and comply with government regulations.” Seems I have heard that before. Nowadays, pretty much everywhere I look, government regulations are taking over everything from banking to background check procedures, and the data privacy is practically a thing of the past.

And while I definitely agree that an extensive check should be conducted on those who work within the caretaking or healthcare industry, a volunteer who knits items should definitely not be subject to what basically amounts to a digital strip search. Measures such as this only make people more leery of our government, and serve to kill volunteer work deader than a doornail.

Interested in Data Privacy? Run a Personal Background Check and Get the Facts

This is not only to vet the contractor, but is also part of the continuous testing process. And, if you have never seen what is on an employment background check, you would be surprised at the deep level of detail employment reports contain.

Just for kicks, do a background check on yourself, to see what is out there. You see…that information about other people that you read all the time, feels almost surreal when it concerns yourself. Employment services which require a Social Security Number and name return unbelievable detailed records. For starters, I am able to find the current address of a person, their phone number, and if they own the house they are living in. I can even get the appraised value of that house and the names of everyone living at that address. Plus, you can find the address history for that house including the last 10 years.

I can also acquire the addresses of the 10 homes that are nearest to that one, and  the neighbors names and phone numbers. Then one can also acquire the “family and neighbors” for each address listed on the background check. This may even go all the way back to their birth. One can even read about every car they’ve owned , each house, boat, aircraft, firearm, each traffic ticket, creditor, and even bank account. For those who have never heard of an employment background check, this is also to give you an idea of the scope of employment services.

All this information can be acquired through a few different consumer reports which include DMV records and public records, which aren’t always accessible. While running background checks and conducting research, I am acutely aware of the mind boggling amount of data that is only one or two steps away from the public record: every Web search, every “friend”, every wall post, every blog comment. How easily that data can leak and then be aggregated, indexed, cross-referenced, re-sold, re-re-sold and shared. It never goes away.

In Europe there are data-protection laws which must be adhered to when digging the dirt on someone else. However, here in the United States, the company that collected “your” data, or most recently purchased it, owns it. You have no claim, moral, property or legal over your data. In Europe, by contrast, you own data that pertains to your person and the companies holding it are merely “custodians”. As custodians they must report their data practices and conform to certain principles of protection. Ultimately, you have the right to see the data about you, to correct it and in many cases to remove it from the custodians’ databases.

So, if you are really curious about privacy and public records, run a background check on yourself with an online provider that can be trusted (there aren’t many). Many people complain about not being able to find any information, However, I think that one you see what’s out there, you will probably want to see stronger privacy laws. I think the most  important principles needed in such laws are: data about you, should belong to you. You should be able to see it, correct it and remove it. Any privacy law that does not give you some ownership over your data is fundamentally flawed. When a Free Background Check Isn’t so Great Anymore

free-background-checks-can-lead-to-serious-problemsI have always stressed that most review sites and background check services cannot be trusted simply because they are after one thing, and that’s your money. You need to be very careful about trusting any website and be objective about anything that looks too good to be true. I recently ran across the exact kind of complaint I have been warning you against, and it originates in Oklahoma.

Barbara (no last name) in Bartlesville, Arizona recently signed up for one of these free background check trials to check out criminal activities in her area and to look for neighbors who are on the sex offender’s registry. She says: “I stupidly signed up, thinking it was a search engine. The Web site is www.IntelligentInvestigations.com. They charged my debit card $24.99 and $19.99 that day, and not after the 3-day trial. I did find the information I was seeking at the local police department that did not cost anything.”

You should know that a simple phone call, or visit to your local law enforcement agency will usually help you find what you’re looking for in regards to crime in your area or sex offenders in your neighborhood. What The Background Check Industry is Not Telling You

The background check industry has something to hide and the last thing they want is for you to find out what that is…

We will not try and ram the so called “best” background check down your throat…simply because none exist. Instead, discover what we have learned through thousands of hours, digging around the internet and complaint boards.

First off, if you are looking for a background check that won’t cost you a thing, you can find out what we think about them at the free background check page.

After working with online background checks for over 2 years…one thing I have seen time and time again is that you cannot rely on what the companies claim on their websites.  You cannot rely on review sites either…because most of them are biased and worthless.

Selecting a background check service is a little like finding a good lawyer. Everyone’s experience will differ, and not all competent lawyers will work for all types of cases. Having said that, there are definitely good and also downright terrible background check services.

BestBackgroundCheck.or has received dozens of requests from online background check companies who hope to get a positive review and a place on the site. Problem is…their goal isn’t to help you, but to see how much of your money they can get…offering as little as possible in return.

Over 3,000 hours of digging around in this complaint and scam ridden industry has shown us a few things. That is, there are few consumer services that are worth their salt. I say consumer because there is a plethora of professional background check services available to employers, landlords, agencies, etc.

Unfortunately the professional companies are off limits to the average consumer due to restrictions and data privacy. The only way for a consumer to get halfway decent records is to either do the digging yourself, or utilize one of a handful of companies that provide the most comprehensive access available.

Through a series of tests going on since 2008, we have found which services consistently deliver the most up to date and complete records. Mind you…this does not mean they will find all the information you are looking for, and there might also be an obscure service nobody’s ever heard of.  Regardless, it’s a free world and your choice.

However, one thing I have found is that the biggest players use many of the same databases when searching for records. Basically, this means that behind the scenes your options are fairly limited when it comes to selecting a service. Plus, the various claims of “find anything on anyone” and “211 million name database” are irrelevant and won’t help you because the first claim is false and a 211 million database is useless if what you need isn’t included.

Anyway, enough said. The background checks below are the ones I recommend and I cannot, and will not vouch for any others at present. However, if you don’t quite feel comfortable yet with my recommendation, by all means look around yourself. Just make sure to keep what you learned in the video and in the article above in mind when looking for a background check. Be forever skeptical.

All 4 of these companies are beefing up their search technology and getting better and more evenly matched. However, USSearch is still the undisputed king of the hill for instant searches (I don’t care how that sounds, it’s a fact). eFindOutTheTruth is anytime as good as USSearch and actually better at many types of searches, however they aren’t instant, so you might have to wait a day or two for your report.

You may know of IntegraScan background check services due to their extensive advertising campaings. What you may not know is that in recent searches IntegraScan did not do as well as any of the services listed below. I had been under the impression they would offer one of the most comprehensive services available, and was very surprised at this. It just goes to show that you can never be too sure about anything.

    USSearch.com is the most well known…and respected…instant provider of criminal records search, background checks, people search, phone number search, property records search, and myriad other services.

    They were founded in 2003 by the infamous Naveen Jain.In fact, they are one of the largest background check providers in the entire world. 

    Intelius has indexed over 30 billion records and are for the most part an accurate and comprehensive service.I have conducted many test searches and they have done pretty well. However, currently I am on the fence about this company. While they deliver a decent product, the amount of negative publicity is absolutely mind boggling. Having said this, I have spoken to managers and steps are being taken to rectify the many negative complaints.

    Intelius currently gets 4.5 out of 5 stars. Due to this negative publicity, I can’t recommend Intelius with a good conscience. However, give them a try if you would like. There is a good chance you won’t be disappointed.

 
www.Efindoutthetruth.com is owned and operated by two licensed detectives. They are a very well developed company and claim the title of “background check superstore”, because there is no background check request they don’t have a solution for.
