We will outline both methods below and it will become very clear which is right for you in a few minutes.
Follow these guidelines and you will have access to the most complete Illinois background check records available.
Overview:
You don't know where to start, or what to expect, and don't want to get taken in by all the “background check scams” you've read about? No problem. By the time you're done reading this article, you'll be familiar with the Illinois criminal records search system, and how an online Illinois background check can deliver more detailed information.
It's Prohibition Chicago. Seven men are lined up against a garage wall and then riddled with bullets by four sub-machine gun wielding men, two of them in police uniform. We now refer to these murders as the “Saint Valentine's Day Massacre,” and evidence suggests Al Capone had something to do with them.
Police identified six of the murdered men using fingerprints. This, together with public outcry over these coldblooded murders, were motivating factors behind the creation of the statewide Illinois Bureau of Identification (BOI) in 1931, as a central repository for criminal record information.
The Uniform Conviction Information Act (UCIA) enacted in 1991 made all Illinois criminal conviction history information available to the public. While an Illinois criminal records search takes advantage of this availability, the red tape can be a major headache for someone new to the game. I will show you the steps to obtain conviction information from the state which includes:
- Felony Convictions
- Misdemeanor Convictions
Employer and Individual Access:
You can request UCIA information using either a name search or fingerprint search. For either method, inquiries must be submitted on a “Conviction Information Request” (CIR) form. Each form has a unique “processing control number,” meaning it must be obtained from the Illinois BOI. So, no copying.
For a fingerprint search, you can use a “Live Scan” site, or do it by mail. A Live Scan site provides CIR forms and can submit fingerprints and the application electronically. The fee for a Live Scan records search is $15 and there will likely be a fee from the Live Scan provider. Your local phone book will help you locate a provider.
You may also conduct either a fingerprint or name based search by mail. The first step is to order a CIR form which is free. For a fingerprint search, you will need to include a completed fingerprint card. The fee for a fingerprint records search by mail is $20, and $16 for the name based version.
A name search returns the record best matching the identifying features you provided. At a minimum this includes name, date of birth, race, and gender. Each name search, Including known aliases, such as maiden name and married name, requires additional forms and the $16 fee for each. Make any mistakes and you will have your unprocessed form returned...Minus your money of course.
There is the possibility of doing a name based background search electronically. This is an involved process requiring you to install software, set up special folders, and register with the state, after which each search will cost $10. This is only worthwhile if conducting dozens of background checks such as for employment.
Is your head spinning from information overload?
Points of Consideration:
An official Illinois criminal records search from the state is a great way to get just criminal records from Illinois. But what about tax liens, bankruptcies, misdemeanors and other information that do not involve a conviction? Plus, n this day and age, many people do not stay in one place. Many people move from state to state looking for better career opportunities, housing, etc.
Criminals also relocate to escape a past or find new victims. In light of this, another fool proof way to get comprehensive records from Illinois and nationwide is an online background check. However, run these incorrectly, and you will spend far more money than necessary. Conduct an online background check correctly, and discover the records you need, while saving money.

Using an Online Illinois Background Check for Complete Records:
From the convenience of your web connected computer, you can run an online Illinois background check and include a national search. The results will usually be returned within minutes of doing a search.
Plus, you may obtain Illinois specific and nationwide information on your subject which the official state criminal records search will never include. This is important for those who want the full scoop on an individual. Information for Illinois would include:
- State-wide felony convictions
- Civil Judgments
- Bankruptcies, Lawsuits and Tax Liens
- Associates, Aliases and Relatives
- Address History, Phone Numbers, Properties and more
An online Illinois background check with criminal records search returns statewide felony convictions. Obtaining more comprehensive records on lesser offenses or dropped charges is easily possible.
After obtaining the address history using an advanced search, simply conduct an online courthouse records search for the county where your subject has lived. County searches are not instant. They typically require a few days to complete.
